Keini Bangalore-a Mizo awmte hian kan hnathawhna leh zirnaah Zonunmâwi kan vawn zel a pawimawh a, chumi tihhlawhtlinna atan chuan Bangalore Mizo Association hi din a ni.
We Mizo living in Bangalore hold it important that Zonunmâwi — the good Mizo way of living — is carried on in our work and in our studies. Bangalore Mizo Association was founded to see that through.
Chapter I
A Bulpuite
The basics

Membership Chungchang
Membership
- 3.1.1
Bangalore-a Mizo awmte.
Mizo living in Bangalore.
- 3.1.2

Anyone living in Bangalore whose husband or wife is Mizo, or whose mother or father is Mizo, may be a member.

Those living around Bangalore may also be ‘Non-Residential members’, on the terms set out in 3.1.1 and 3.1.2.

From age 15

From the age of 15 a Membership Fee is paid, and a Renewal Fee every year. The Executive Committee fixes both amounts. Below 15 no Membership Fee is paid — and there is no vote in elections.

Senior Members

A Mizo living in Bangalore who is 60 or over and has lived here at least 10 years may be given BMA Senior Member standing for as long as they remain in Bangalore, and need not pay the membership fee.
Who may join, what standing they hold, and what the association does for its members.

Office Bearers, Inthlan Dan
Office Bearers and how they are elected
4.1 — The Office Bearers are these:

- (2)Vice President
- (3)Secretary
- (4)Assistant Secretary
- (5)Treasurer
- (6)Finance Secretary
- 4.2.1
April chawlhkâr hmasa bera mawhphurhna (charge) inhlân hman turin, March thla chawhnu lamah inthlan ṭhin tûr a ni.
So that charge is handed over in the first week of April, the election is held in the latter part of March.
- 4.2.2
Inthlan buaipuitu tûr Returning Officer leh Polling Officer tûrte chu BMA Executive Committee-in tûl a tih ang zât a ruat thîn ang. Hêng hna thawk tûrte hi Office Bearer atâna thlan theih zînga mi an ni tûr a ni lo.
The Executive Committee appoints as many Returning and Polling Officers as are needed to conduct the election. Those doing this work must not be among those eligible to be elected as Office Bearers.

Office Bearers are elected from nominations. The Executive Committee makes no more than 17, and on the day of the election no more than three further nominations may be added from the floor.

Those nominated as Office Bearers should have lived in Bangalore at least a year already and be staying at least a year more. They must have been a BMA Executive Committee member for at least a year.

A serving Office Bearer may be elected again for a new term — but no one may hold the same post for more than two terms running.

Office Bearers are elected by secret ballot. Whoever receives the most votes is declared elected; where votes are equal, those tied are voted on again.

What each Office Bearer is responsible for
5.1President

Heads BMA, and carries first responsibility for how the association is kept.

Chairs BMA's meetings — the General Body Meeting, the Office Bearer Meeting, the Executive Committee Meeting and others.

Everything BMA does proceeds in the President's name; disputes too are carried in the President's name.

5.3Secretary

Is the foremost mover of BMA's work.

Gives the report at BMA meetings as required, and carries responsibility for following decisions through.

May spend up to ₹1,000 on what the association needs, reporting its use to the Executive Committee Meeting for approval.
5.4Assistant Secretary

Assists the Secretary wherever assistance is needed.

Does the Secretary's work when the Secretary is absent or unable.

Keeps a proper written record of BMA's property. Working together with the Games and Sports, Art and Culture and Academic and Human Resources secretaries, reports to the Executive Committee as required.

Writes the minutes of the General Body Meeting and the Executive Committee.
5.5Treasurer
- 5.5.1

Receives the money from the Finance Secretary, and stands in for the Finance Secretary when absent.

Enters every sum received into the account book, and keeps the vouchers.

Keeps the Chhinlung account book and the General account book separately.

Deposits BMA's money in the bank, and may hold up to ₹3,000 for the month's expenses.

Is a signatory on the BMA bank account together with the President.

5.6Finance Secretary

Enters every sum received into the account book, and keeps the two books — Chhinlung and General — separately.

Issues a receipt for money received, and passes what is received to the Treasurer.

Meetings
6.1General Body Meetingquorum 70
- 6.1.1

The General Body Meeting takes in the whole membership, and holds the highest authority.

It is held at least once a year, and more often if need requires.

The Executive Committee decides how the General Body Meeting is held and what it will consider.

BMA's Office Bearers are elected at the Annual General Body Meeting.

It receives the report of BMA's work through the year and whatever else is required.

It appoints the Statutory Auditor.

Notice of the Annual General Body Meeting must be no less than 21 days.
6.2Executive Committee Meeting
- 6.2.1
Executive Committee member te hi Office Bearers, Executive Committee members, Patron leh Senior Advisers atana ruatte an ni. Bangalore Mizo Christian Fellowship (BMCF) President leh Secretary te pawh Executive Committee member an ni nghal ang.
The Executive Committee is made up of the Office Bearers, the Executive Committee members, and those appointed as Patron and Senior Advisers. The President and Secretary of the Bangalore Mizo Christian Fellowship (BMCF) are Executive Committee members too.

One Non-Residential Member each from Mysore and Mandya may be called as a co-opted member.

The Executive Committee is BMA's foremost mover; matters of weight and size it takes on to the General Body Meeting.

The President and Secretary jointly call the meeting.

It may form Sub-Committees as needed.

It may make rules on the care and lending of property and equipment, and on other matters as needed.

Where an elected Office Bearer cannot do or continue the work, the Executive Committee decides on a replacement. If the newly elected person's term runs to six months, it counts as a full term.

This is the meeting particular to those elected as Office Bearers.
- 6.3.2

The newly elected leaders appoint no more than 15 as Executive Committee Members, and appoint one Patron and two Senior Advisers.

They follow through what the General Body and Executive Committee give them to decide. Beyond that, where they take a decision on something urgent or particularly necessary, they report it to the next Executive Committee meeting.
Chapter VII
Rorel Chungchang
Procedure and quorum

The President chairs the proceedings, and the Assistant Secretary writes the decisions down properly.

A matter already decided may not be reconsidered by that same sitting; it may be taken up again at another meeting under the ordinary rules.

Funds and property
8.1 — Sum · Funds
- 8.1.1

Money BMA receives through its various channels is BMA's money.
- 8.1.2

BMA's money is divided in two: the first is the general fund, the second the Chhinlung fund. The account books are kept separately as well.

8.2 — Bungrua · Property

The rules for the care and lending out of BMA property are decided by the BMA Executive Committee.
Chapter IX
Amendment Chungchang
Amendment

Where the BMA constitution is thought to need amending, it is put in writing to the Executive Committee.

If the Executive Committee accepts the proposal, it takes the amendment to the General Body Meeting for approval.

The constitution may be changed only if more than half the members present at the General Body Meeting want the amendment.

Drawn up by the Executive Committee on 19 April 2014 under Constitution 6.2.5 and 6.2.7, and adopted on 31 January 2015.

As Chapters 6.2.5 and 6.2.7 of the Bangalore Mizo Association Constitution allow, and so that our care of ourselves and our guidance of one another might be the better ordered, the Executive Committee resolved on 19.04.2014 to draw up a BMA Inkaihhruaina Dan — the “ZAWLBUK” — and the BMA Executive Committee of 31.01.2015 adopted it for immediate use.

What those living in Bangalore, and those about to come, should know

What follows is what those already living in Bangalore, and those about to come (this takes in non-residential members too), need to know and to keep.
- 1.1.1
Get the agreement in writing
Mi in luah turte chuan a in neitu nen inbe remin rental/lease agreement (M.O.U) ziah fel vek hnuah chauh sum pek tur a ni.
Those about to rent a house should come to terms with the owner and have the rental or lease agreement (M.O.U) written out properly — and only then hand over money.

Know the terms before a hostel or PG

Those going into a hostel or paying guest accommodation had better learn first the rules and management the place has made; you should not move in without knowing things clearly beforehand. Know for certain how much has to be paid, and pay only after it is written out properly. And you must have a local guardian.

Pay on time, and always take the receipt

Be a good neighbour

Mizo living in Bangalore should know that being a BMA member carries real meaning, and all should enrol as members. And nothing should be done that damages the unity and fellow-feeling of the Mizo.

BMA was founded as an association to look to the unity, the working together and the progress of the Mizo in Bangalore — rejoicing with those who rejoice, helping the unwell and those who meet hardship, and carrying Zonunmâwi. Because Bangalore is a very large city, and so that we might look after one another the better, the city is divided into 4 Sections. Mysore and Mandya are placed in one Section besides. So within BMA's compass there are 5 Sections.

This concerns the handling of misfortune met by BMA members, and by those who are not members.

When a BMA member dies, BMA aims to give up to ₹5,000 (five thousand rupees) towards the coffin. Where the death is somewhere BMA cannot reach to handle it, it is considered as the case requires.

It is to be known that misfortune is BMA's responsibility. But when such a thing happens, the Section it happens in makes the start and handles whatever needs handling, informing BMA's leaders and the other Sections' leaders at once, and acting together as the case requires. And if BMA's leaders hear of it first, they tell the Section straight away.

Equipment and its hire
Clause 7.2 is the rate card — 17 items from ₹50 to ₹600. It is set out in full on the hire page.
Puan & instruments to hire- 7.1
BMA Constitution Chapter VIII ‘Sum leh Bungraw Chungchang’ tih a 8.2 in a sawi anigin Bungraw hawh duh reng rengin President hnena dilna thehlutin, anin a remtih hnuah an hawh chhuak thei ang.
As Chapter VIII of the BMA Constitution, “Sum leh Bungraw Chungchang”, says at 8.2 — anyone at all wishing to hire equipment puts a request to the President, and may take the items out once permission is given.
Three days

The hire period runs three days from the day the item is taken.
₹100 a day late

Where these items are not returned within three days, a further ₹100 is payable for each day (this is not counted per item, but is the charge for each day alone).
Half the value as deposit

What is set out below was decided at a joint meeting BMA and the churches (BMCF and BMPC/BMK) held in 2016, and sets out more fully the share of responsibility between BMA and the church in bereavement.

When misfortune comes in Bangalore, matters of worship are the responsibility of the church's leaders, with the time arranged jointly with BMA's leaders (Zawlbuk 6.1.3). The following are the church's responsibility: the church makes the programme, and tells BMA to announce it to the community.

Where a revision or amendment of the Zawlbuk is wanted, it is put clearly in writing to the BMA Executive Committee. The revision or amendment is made only if no fewer than two-thirds of the members considering it agree.
